Sebelius Budget Tactics Prompt Mixed Reactions in Kansas
Kathleen Sebelius unveiled a deficit ending plan that kept the 5.3 percent sales tax through July 1 2006 and delayed payments to districts while withholding 48 million in state aid to cities and counties. The move drew varied responses from conservatives and liberals who sought clearer tax increases or deeper social cuts. The plan buys time but leaves a 312 million shortfall to be addressed next year, with calls for real leadership to balance the budget.
