Insurance lobby led state spending on high risk pool debate
The Health Insurance Association of America spent about $20,000 in March on a legislators kit campaign to block ending Kansas high risk health pool. The state ethics commission released a report showing lobbyists spent over $376,000 in January through March, down 4.6 percent from a year earlier. Kathleen Sebelius urged ending the pool, while the association hired Corporate Communications of Overland Park for the campaign. The Kennedy Kassebaum health care law shaped the debate as legislators weighed federal requirements against state control.
