U S veto blocks plan for U N observer force
United States vetoed a United Nations Security Council draft on an observer force to protect Palestinians. Acting Ambassador James Cunningham announced the veto, the first by the U S in four years, as nine other members approved and four European members abstained. Ukraine did not vote.
