Coffeyville Faces Deep Budget Woes and Resignations
In late 1983 Coffeyville Kansas faced a growing budget crisis with a $295000 deficit beyond a $50000 initial shortfall. City manager William A. Snell warned of near bankruptcy, led layoff actions, closed a fire station, and cut staff while pursuing union renegotiations and consultant hires. The city issued no fund warrants and undertook cost controls as unemployment rose and manufacturing declined in Montgomery County.
