Partly cloudy early today gives way to mostly sunny skies this afternoon. Highs reach 65 to 70 with southeast winds 5 to 10 mph. Tonight increases in cloudiness with lows in the mid 40s. Sunday remains mostly cloudy with a 40 percent rain chance and cooler highs in the mid 60s.
The Kansas Bureau of Investigation reports a 10.4 percent rise in violent crimes and a 5.1 percent overall increase in 1991. Murders, rapes, robberies, and aggravated assaults all climbed year over year, while property crimes also rose. Fourth quarter 1991 showed declines from the third quarter, with total crimes down 11.6 percent. City figures vary, Wichita up 10.9 percent, Topeka 11.5 percent, and other towns showing mixed changes. Continued on page 3.
Gov. Joan Finney would not lock into a 45 mill statewide school tax and is open to negotiation. Top aide Mary Holladay said she favors cutting the levy as low as possible while ensuring education costs are shared broadly.
