Western Resources hearing on split plan ends near decision

Kansas utility Western Resources faces a pivotal KCC hearing over its plan to separate electric operations from other interests and form Westar. Western argues the rights offering funds debt reduction, while critics say asset and debt allocation signals a true breakup. Western also faces a $150 million rate request and executives’ compensation disputes tied to the PNM deal.
