Kansans face 240 new laws taking effect July first
Almost every Kansan will feel the impact of 240 new laws from the 1980 and 1979 legislatures as of July 1. Major items include the $2.5 billion budget, school finance changes with district budgets rising about $83.7 million, and property tax shifts of $73 million to fund an 18 month period. The package expands teacher contracts talks, shifts some duties to the Human Resources secretary, plans early retirement for schools, renames all 19 public community junior colleges to community colleges, and boosts state aid to Washburn and the community colleges by substantial percentages. Judges and state workers receive sizable pay raises, while new aging hotlines, elder abuse reporting, worker reemployment pilots, potential Blue Cross merger, 911 systems, and tax-supported redevelopment bonds also take effect.
