County officials refused to sign, citing legal concerns over intercounty bond sales. The plan, supported by Realtors and local banks, aims to pool about 65 million across 12 counties for borrowers with household incomes under 37,500 and home values up to 68,500, with bonds repaid by loan payments and a small up-front fee.

Flood damages hit quarry and terraces in Franklin County

Damage estimates from Thursday’s floods will take time to finalize with high losses expected in privately owned property and farm conservation work. Fogle Quarry faces at least 250000 dollars in damage as water overtopped the dike, flooding the pit and forcing abandonment of equipment. Estimates indicate 300 million gallons in the pit and a five week minimum to resume operations, with dike improvements planned. Widespread erosion and breached dam terraces will require extensive rebuilding across rural areas, while city property incurs no major damage. Weather outlook calls for sunny warmth Saturday with isolated storms, highs near 90, and gusty southerly winds.
