House rejects funding bill linking tax hike to school aid

TOPEKA The Kansas House rejected a plan to overhaul K-12 funding tied to a large state income tax increase. The measure aimed to raise more than 1 billion over two years, plus end a 2012 income tax exemption for 330,000+ businesses and adopt a three tier tax structure. The bill failed 32 to 91 after debate. Governor Brownback offered no clear stance. Critics warned adequacy remains a problem for districts.
