Gov. Bill Graves plans to appoint nine members to a newly created State Board of Regents by July 1. Graves Warns of Revenue Shortfall and Tough Budget Choices

Gov. Bill Graves says state general fund revenues for the year ending June 30 fell $36 million short of April estimates, with May receipts $49.2 million below forecast. Duane Goossen notes the state remains financially sound.

It covers state efforts to extend confinement for sex offenders beyond their sentences, citing Kansas and Hendricks, plus similar laws in Missouri, Arizona, California, Minnesota, Washington, and Wisconsin. It contrasts early Kansas war crimes with Confederate guerrilla Bloody Bill Anderson, noted by McCoy for his brutal acts and Bible-quoting cries.

Goossen said the budget year starting July 1 will be tight as FY 2001 plans must be prudently managed. Individual tax receipts are down 31.8 million from estimates totaling 1.54 billion, while sales tax falls 8.6 million short of projections at 1.26 billion. Agencies must prepare tight proposals as lawmakers begin January session.
