Death Row appeals rise after court ruling on mentally retarded

A Supreme Court ruling barring execution of mentally retarded inmates spurred a wave of appeals led by attorney Larry Kemp for Allen Holloway, with at least 13 inmates nationwide seeking reprieves. Ohio, Pennsylvania, Mississippi and Texas are among states considering similar petitions as defenses cite brain damage and IQs ranging 55 to 72.

Bush signs law on corporate fraud then tightens stance

In Washington, President Bush signed a sweeping corporate fraud law amid tough rhetoric but hours later the White House issued a statement narrowing its scope on whistle-blower protections. Senators Leahy and Grassley condemned the move, urging full protection, while advocates noted the law greatly strengthens penalties and introduces a federal accounting overseer.

Bush signs corporate fraud bill with tough penalties

President Bush signed a broad corporate fraud bill expanding penalties for white collar crime. It includes 20 year maximums for destroying documents, 10 to 20 year terms for CEOs and CFOs who certify false reports, and higher mail and wire fraud sentences. The measure tightens executive accountability, limits improper company loans, boosts investor protections, expands SEC powers, and creates a private-sector accounting oversight board with subpoena authority.
