TOPEKA Kan AP Most Kansas offices and government buildings report few complaints about the 78 degree thermostat rule that took effect Monday. Many already raised thermostats to 78 or higher and 30 additional days are allowed for compliance in commercial and government buildings. State Energy Director Joe King, while supportive, criticizes the DOE for lacking clear monitoring details.
