Local Civil Defense Still Major Issue

Civil Defense has been a Franklin County concern since 1966. D. F. Kyle, the county Civil Defense coordinator, urged converting the basement of the Montgomery Ward building into an Emergency Operating Center. He proposed using the parking lot area after leveling the building. The plan never materialized and Franklin County lacks an EOC. Kyle stresses the county needs a center to avoid chaos in disasters, with county and federal funding, a 100 percent fallout shelter standard, capacity for 40 to 50 people, bunk beds, a kitchen, infirmary and communications gear. The center would serve daily use and be turned to Civil Defense in emergencies. local leaders would coordinate response.
