Johnson Asks War Footing
President Johnson urged sacrifice and hard choices in a budget message proposing a record outlay of 186.1 billion dollars and a 10.2 billion income tax surcharge to fund wartime needs in Vietnam. He framed the tax as a wartime levy and warned the deficit without the hike would approach 20 billion for the second year. The plan emphasizes anti poverty, crime and pollution programs and 76.7 billion for Defense, with much for Vietnam, under a unified budget.
