Harkins urges approval of comprehensive state water plan
Kansas Water Office director Joseph Harkins urged lawmakers to adopt a comprehensive state water plan with 65 recommendations. He said the plan emphasizes conservation, quality, management and development, and supports coordination among state and federal agencies plus ongoing updates. It calls for up to three new reservoirs, expanded storage, watershed lakes, fairer water rights, minimum streamflows, and funding for soil and water conservation and smaller community projects.

House Committee Moves To Reduce Welfare
The Kansas House Public Health and Welfare Committee approved bills to cut about 4,000 welfare recipients, seal welfare records, and strip nursing home aides of certification. Proposals include ending a short term aid program, requiring generic drugs, tightening interpreter rules, and allowing written DUI testimony. The panel rejected some proposals to shield child care records and limit felon restrictions, citing child protection concerns.
