At a Tokyo conference more than 80 countries pledged over 2.6 billion dollars to rebuild Afghanistan, far short of the 15 billion estimated by the United Nations. US, Japan and the EU pledged about 1.3 billion over three years, with many gifts smaller and details scant. President Bush and Powell urged ongoing support, while Karzai appealed for sustained aid to fund reconstruction amid concerns over aid rules and corruption.
