Stephan rules ag board election violates open meetings act
Kansas Attorney General Robert T. Stephan ruled that the secret ballot method used in district caucuses to select Kansas State Board of Agriculture candidates violates the Open Meetings Act. He noted nonbinding caucus votes still bind the nomination at the annual meeting, unless ballots are signed and kept as part of the record. Five board seats are up this year across six districts.
