In Topeka Kansas police collected over 300000 from 312 people with delinquent fees between January 3 and 28, far surpassing a 100000 goal. The effort yielded 15 felony arrests and the seizure of one handgun and cocaine as more residents hurried to settle accounts at city court.
Investigators probed a derailment of 20 freight cars on the Santa Fe Railway near Emporia Kansas. No injuries were reported. Possible causes include a broken rail or wheel as crews estimated cleanup and track repair costs in the hundreds of thousands of dollars.
Topeka officials report an improved economy credit as Kansas tax revenues in fiscal year 1994 rose above state estimates. The Department of Revenue shows July through January collections exceed projections with January alone $21.18 million above target.
Cathy R. Norman, 39, pleaded guilty in U.S. District Court to bank fraud and money laundering for embezzling $1.05 million from Kansas City Valve and Fitting Co. while serving as bookkeeper from 1987 to 1992. FBI official Don Pettus noted the unauthorized checks written to Norman and her husband’s construction firm.
A 48-year-old Emporia store owner was arrested after a search of his shop yielded about $1,500 in cash and gambling records. Prosecutors planned three felony counts of commercial gambling and one count of contributing to the delinquency of a minor. A 13-year-old girl was taking bets.

A new wind screen runs about 35 000 to 50 000 dollars, with refurbishing delivering major savings.
The Ottawa City Commission studied changes to the Municipal Auditorium operation as Scott Lambers began his role as city manager. Debates centered on whether OMA Director Dick Smith should be treated as a city employee under residency rules, with options including termination, a grace period, or grandfathering past directors.
