Kansas cities press for greater home rule and local taxation powers in 1977. Mayor Jack Walker of Overland Park, president of the League of Municipalities, says aim is legal authority for cities to help themselves amid dim prospects for state aid. The league forms a legislative action committee to focus on city finance and local revenue. Proposals include altering city county sales tax, a local 10 percent surtax on state income, and tax exemptions for local governments from motor fuel tax. Also sought are revenue sharing study, road financing reform, and use value assessment for farm land. Airman James R. Strawder Jr. and Roger Zimmerman noted. discounts on long-distance calls for Christmas Eve and Day announced.
