Bond plan seeks large school building program

The Ottawa district considers a large bond proposal to build three new elementary schools one north of the river, upgrade heating and air conditioning at the high school, and fund a district wide maintenance plan. Proponents argue the single package lowers costs and secures state support, while skeptics worry about impacts on taxpayers, especially retirees. District officials note increased needs from expanded programs, special education, and students facing instability at home, with schools asked to provide more than classroom instruction.
