Judge rules railroad may raise coal freight costs for KP&L

Kansas Power & Light officials say a federal judge decision allowing Burlington Northern to hike coal transport charges could cost KP&L customers about 3.75 million dollars annually. Judge Dale E. Saffels found no contract preventing the 75 cent per ton rate increase for coal moving from Wyoming to KP&L’s Kansas plant. The utility argued 1972 letters and a 1973 KP&L speech formed an offer and acceptance, but the court noted pre-1978 such agreements were illegal without ICC approval. KP&L serves roughly 275,000 customers in central and northeast Kansas.

U S Soviet grain pact extended for a year

Washington AP The Soviet Union agreed to a one year extension of the grain purchase agreement set to expire September 30 Agriculture Secretary John R Black said the move lets American farmers keep a key market alive, despite Carter era embargo actions. Black planned to contact Moscow to set talks on additional grain sales beyond the current limit. He spoke in Des Moines at a National Federation of Republican Women meeting. The extension marks a second year long extension of the five year pact begun in 1976, with some farm groups pushing for a new long term deal. Reagan had paused work on a new agreement last December over Soviet actions in Poland.
