Man Killed After Car Wash Dispute In Wichita
In Wichita, Holsey G. Hardgraves 42 returned to Red Carpet Car Wash armed with a shotgun after a Saturday complaint over a $10 wash. He fought staff, took back the shotgun, brandished a sledgehammer, and when he leveled the gun at officers police fired, killing him at about 9:30 a.m. Monday.

Rural water district set to dedicate Melvern plant
ELVERN An Me rural Public Wholesale Water Supply District No 12 will dedicate its new water treatment plant with a 1 to 4 p m Saturday ceremony at the plant on the Melvern Reservoir south side next to the standpipe. The district includes 10 entities across Anderson Coffey Franklin and Osage counties serving about 11 000 people with a 5 863 million project cost funded by a 3 598 300 loan 1 924 700 grant and 340 000 block grant. A public hearing on the 1996 city budget and approval of the budget tops the Ottawa City Commission agenda for 7 p.m. at the Ottawa Middle School multi purpose room. Mayor Matt Matthews urged reducing city worker raises from 3 to 2.5 percent and moving 33248 from contingency to cut the mill levy, a proposal that was rejected. The 1996 budget totals 16 million with property tax revenue of 1631878, about a 3.2 percent rise from the current budget. The proposed mill levy is 49082 mills, slightly below this year's 49605 mills, reflecting higher city valuations.
