Kansas Governor Signs Child Abuse and Drug Abuse Laws
Gov. John Carlin signed bills expanding penalties for possessing or processing child pornography to target those seeking sexual arousal. The package includes optional school programs for alcohol and drug abuse prevention and a MLK Jr Memorial Highway designation on I-35 in Wichita. He vetoed a $171,969 transfer from the emergency fund, preserving a $1 million balance for disasters. He also enacted a newspaper advertising fairness law and a Transient Merchant Licensing Act with $250 county fees.
