Richards Reflects On First Year As Franklin County Sheriff
Sheriff Richard Richards recalls a demanding first year defined by a quadruple homicide probe and severe winter weather that increased patrols and strained the budget. He highlights budget balancing across departments, new video visitation at the jail, a kiosk commissary, and a health contract with Advanced Correctional Healthcare. The department opened extra space formerly used for juvenile inmates and plans a sally port upgrade funded from seized funds, plus updated uniforms and issued winter coats to staff.
