Washington AP reports the Pay Board left a loophole that could allow higher raises than 5.5 percent annually in some contracts. The “reality clause” lets reviews consider cost of living impacts, unclear how high raises could go. Sources noted rail contracts with 7 or 8 percent possibilities, but no firm figure or decisions yet.

Syracuse police arrest 31 year old Isa Belo Rivera on manslaughter charges for the shooting death of 25 year old Juan Rodrigues. Rodrigues was found shot in the back seat of a car downtown Tuesday night. A handgun was recovered about 15 yards away behind a building.
China signals support for Max Jakobson of Finland to succeed U Thant as UN secretary general. Diplomats say Beijing will not oppose Jakobson, who enjoys broad backing across Africa Asia and Europe, with Britain and the United States among his backers. Thant retires December 31 after a decade, with other leading candidates including Hamilton Shirley Amerasinghe Kurt Waldheim Endalkachew ti-konnen and Felipe Herrera.
A three judge federal court ruled no one may be denied a competitive civil service job because they are not a U S citizen.
