Affected by harsh winter conditions and oil supply cuts, the United States moves to conserve fuel. Canada raises crude export tax to 1.90 a barrel, hitting Midwest and Far West border areas hardest. Arab embargoes trigger emergency planning to avert shortages as European talks focus on the oil crisis.
Six of ten candidates for six Fifth Judicial District Supreme Court seats gathered in Oswego for a Republican luncheon at the Pontiac. Pictured officials include Leo F. Hayes Edward McLaughlin Parker J Stone Edward Crawford and judges Thomas Aloi J Robert Lynch. The Democrats list four candidates who have visited Oswego previously.
The 1974 Oswego County budget totals 26,091,431.82 dollars, up over seven million from the current year. Tax base expands from 138 million to 153,736,665, with anticipated state and federal revenues offsetting increases and a near one million dollar surplus. Budget Officer Charles Sayers notes extensive committee study reducing the plan by about 500 thousand, yielding a net tax decrease of one dollar per thousand assessed valuation.

The National Weather Service expects temperatures to fall through Sunday in New York State about 10 degrees below normal through Monday. Highs today ranged in the 40s to 50s with freezing lows in northern areas. Sunday's highs should be in the 30s to 40s as a storm in the Plains may bring snow Monday, mainly to northern mountains. A cold front Friday brought about a quarter inch of rain to northern and western sections and lighter rain to the Upper Hudson Valley.
UN sanctions the addition of Canadian and Polish troops to the peacekeeping force in the Middle East joining Swedish Finnish Austrian units. The expanded force, about 600 now, could grow to 7,000 with new frontline duties while Ottawa and Warsaw watch for a broader Arab-Israeli agreement.
A Pan American Airlines 707 cargo plane crashed while attempting to land at Logan International Airport in Boston, killing all three crew members aboard. FAA said the plane was en route from New York to Prestwick, Scotland, and radioed cockpit trouble before the crash. Ambulances and fire units stood by as investigators began documenting the wreckage.
Richard Moyer 31 of Quakertown Pa died when his truck crashed on U S 81 about six miles east of Binghamton at about 5 a m. Broome County sheriff deputies reported the fatality and said no further details were available.

Walter Kulik of Blasdell, aged 61, was killed Friday in Buffalo when struck by a motorcycle at a street intersection.

Fire destroyed three buildings in Waterford New Yorks business district and caused smoke and water damage to the Waterford Town Hall. Residents evacuated from apartments above the shops as a flower shop bicycle shop aluminum siding store and a former Democratic party headquarters burned. The flower shop collapsed and smoke damage spread to nearby buildings including a paint shop. No serious injuries reported and the blaze was visible for miles.
A Pablo Picasso etching worth an estimated 30 000 to 40 000 dollars was found by police in Queens gate area Friday night after an anonymous call. An art expert confirmed the work as genuine and police suspect it was abandoned by a thief who fled and hid it in a garbage can.
