Court bars Troopers' Chief from permanent sergeant hires
State Police Supt. Arthur Cornelius Jr. cannot make permanent sergeant appointments until a new eligibility list is drafted. An Albany court order voids all post August 21 1962 promotions, allows provisional hires, and requires all sergeants to be appointed from the new list for one year. The ruling follows a 1961 exam challenge by Trooper John H. Donohue of Troop K Hawthorne who alleged bias and unequal promotion scores. The department will decide next steps after the order is filed.
