House GOP defense bill keeps Guantanamo open

House Republicans propose blocking transfers to the United States or foreign countries, preserving the Guantanamo naval detention facility. The bill, by Armed Services Chair Buck McKeon, would fund the military at 638 billion dollars for the year, add nearly 5 billion for readiness, and block revoking Gitmo hosting until 2014, with multiple certifications and waivers. It also seeks to curb Afghan force training without a bilateral security pact, urges removal of Assad, and adds war scenario briefings and Syria action planning.
