President Johnson sends a 192.3 billion dollar budget with a 34 billion dollar surplus, urging a 13 percent average rise in Social Security benefits funded by higher payroll levies. He also seeks Medicare expansion, Medicaid increases, higher unemployment compensation, and extended public health protections, while tying surtax continuation to a balanced 1970 budget.
