Aerial view shows Niagara Mohawk Oswego steam generating station upgrades. New 875000 kilowatt turbine generator and conversion of Units 1-4 from coal to oil fuel. Total capacity rises to 1275000 kilowatts by late 1974 with an investment of 156 million dollars. First deliveries by Lake Ontario tankers planned this spring.
In a TV interview President Thieu rejects U S claims of flexibility on a peace settlement and demands clarification from U S officials. He says the plan includes his resignation and a one month lead to new elections with talks by all factions. Viet Cong say it stands ready to discuss once Thieu resigns.
Albany and six major city leaders including New York Albany Syracuse Buffalo Yonkers and Rochester push for $1 billion in fresh state aid to balance city budgets. Governor Rockefeller officials study the request while warning that $1.2 billion in new taxes would be needed and the financing would be short term.
Democratic candidates on the right supported Nixon caution while critics on the left denounced the move as an attempt to muzzle dissent. An administration official followed with a sharp broadside accusing some Democratic hopefuls of echoing Hanoi. Mayor John V. Lindsay of New York was mentioned in relation to the debate.

The National Weather Service kept in effect an air stagnation advisory for Connecticut southeastern New York Long Island and northern New Jersey. Issued at 4 p.m. Wednesday the advisory will stay in effect for at least 24 hours despite higher winds expected to improve air quality this morning and afternoon. Winds will subside tonight and air stagnation will return.
The Pay Board requires 60 days notice for deferred pay raises over 7 percent annually in contracts pre November 14. The rule targets units of 1,000 plus employees and aims to limit pre existing increases while newer contracts follow a 5.5 percent guideline. Labor members objected. 9-5 vote with Boldt abstaining.
Local housing authorities in five New York towns and cities will open bids March 8 on 32.8 million in tax exempt bonds for low income housing. HUD announced open date for bids on issues to be advertised Feb. 25 as reimbursement for federal shares in low rent projects. Batavia 3.9 million Kempstead 3.8 million New York 20.6 million Ramapo 4.5 million Yonkers 3.1 million.
The Hurd Panel will not recommend a specific legislative plan on higher education financing. It will instead present a range of equally weighted options for SUNY tuition levels and private college aid, with no final recommendation due to mixed panelist positions.
Communist delegates at the Vietnam peace talks charged that President Nixon is expanding U S air power and deploying three aircraft carriers in the Gulf of Tonkin, signaling new military adventures. North Vietnamese and Viet Cong delegates demanded caution as U S representatives criticized their remarks amid talks in Paris.
In Belfast and surrounding areas gun battles and explosions wounded five people, including a 14 year old boy shot by soldiers during sniper fire in Turf Lodge. A policeman was hit in the thigh in Shore Road and a booby trap bomb injured two British soldiers in Coalisland. London leaders met to discuss possible political moves on internment policy as Catholic protests waned.
Sister Elinor Ford, 41, a Dominican nun, was named superintendent of schools for the Archdiocese of New York by Cardinal Terence Cooke on February 8, effective February 22. She becomes the first nun to head a major Catholic school system in the eastern United States.
The weekly New York State lottery results list 977312 as the winning number. Top prize pays $50,000 for a ticket matching all six digits in order. $5,000 for matching the last five. $500 for the last four. and $50 for the last three. Those with the last two digits in order enter a bonus drawing to be announced later.
A 23 year old Buffalo woman Mary McGraw died early today after surgeons failed to remove a head bullet. Police identify the deceased and search for a man and a woman seen hurrying from Lafayette General Hospital near the time she was found.
London AP report says electricity vanished for thousands as Britain entered the first blackout tied to a miners strike. Strike leaders with 280,000 miners rejected a pay offer but agreed to continue talks with the National Coal Board.
The Food and Drug Administration moved to ban the preservative diethyl pur carbonate DEPC from use in beverages. The agency notes DEPC can theoretically form a potent cancer-causing substance and recalls prior approvals for noncarbonated wines beer and some soft drinks.
U.S. District Judge Arnold Bauman barred further statewide rate hikes by the New York Telephone Co. until next Tuesday. The city filed the complaint and the company may keep rates already in effect. a show cause hearing will determine if new higher rates are permanently barred.
Authorities report the partially nude body of Theresa Bush, 32, was found face down in a water-filled bathtub by her daughter Glenda, 9, in their west side Syracuse home. Investigators note signs of a struggle. Bush was estranged from her husband.
Washington dispatch reports Agriculture Department projections that 1972 food prices will jump about 4.5 percent overall with groceries up around 4 percent and supermarket gains near 2.4 percent last year. Farmers are expected to receive a large financial lift.
