In Saigon AP reports President Thieu ordered Viet Cong talks in Paris by February six and named ambassador Lam to help resolve internal South Vietnamese issues.
Washington AP report shows the nation's jobless rate at 5 percent, the lowest in 2 1/2 years. The number unemployed rose by 560,000, but seasonally adjusted data reflect a decline for January due to typical January job loss patterns.
The Norwegian Nobel Institute director said President Nixon is among dozens of candidates proposed for the 173rd Nobel Peace Prize. The nomination deadline was Thursday.

Kissinger, the chief U. S. negotiator, said it does not look complete.
