Mayor Ralph Shapiro reports Oswego facing over 1 million dollars in two day storm losses mainly from lost wages and retail sales. He plans to raise the tax rate slightly to cover cleanup, notes 35 000 to 40 000 extra snow removal costs, and credits state and local agencies for swift response and coordination at police HQ.
Mayor Shapiro announced the state will provide nine plows two snow throwers on trailers a maintenance crew and three personnel cars for emergency snow removal arriving from Schenectady by 6 p m and staying until cleanup is finished. The state caravan will be quartered at the Hotel Pontiac. DP Director David Russell and State Civil Defense coordinator Raymond J Barbuti helped arrange the aid. He noted the arrival should speed recovery and that efforts focus first on major highways then secondary streets. Merchants criticized sidewalk cleanup but the mayor said efforts are being made and small DPW plans will aid downtown sidewalks once priorities free resources.
Oswego County deputies toiled nonstop through the blizzard from Sunday 4 p m to Tuesday 6 p m with Don Vosseller Byron Ormsby Charles Freeden and Lester Sweeting on double shifts. Sheriff Raymond Cotton praised their efforts as they delivered food fuel and medicine on foot to stranded families and assisted at least one heatless home with a furnace repairman. Civil Defense director David Russell coordinated with volunteer fire departments to mobilize aid across the county.
Philadelphia AP reports Pennsylvania weather forecasters saw shadows despite snow. In Quarryville, Slumbering Groundhog Lodge members wore white shirts and top hats as the ground hog emerged at 7 14 42 and saw his shadow. In Gobbler's Knob Punxsutawney Phil appeared at sunrise 7 29 and saw his shadow before retreating.
A record 50 inch snowfall in Oswego drew national interest from AP and major outlets while local officials moved welfare checks pickup, and a state trooper, ex Oswego student, reported for duty near Fulton. Neighbors faced wind chimes driven by gusts, and hospital visits included Hi‑V students entertaining children. Deputies coordinated with volunteer fire crews for a maternity call in Mexico.
Mrs Nina Mae Garnsey 61 of Grindstone Island in the St Lawrence River was fatally struck by the propeller of a snow sled used to cross the river to Clayton. Deputies say she had just returned to Grindstone and, in darkness, walked too close to the large blade.
A truck rolled down a steep hill near Perth uprooting an occupied telephone booth and flinging it 20 feet along the highway. The 75 year old woman escaped with a minor leg cut while the truck driver was killed as the trailer overturned crushing the cab.
Oswegonians dig out after historic storm piling 60 mph winds and 12 to 15 foot drifts. The blizzard, ending Monday, left 50 inches in one day and a total of about 101.5 inches since Thursday. Mayor Shapiro declared an emergency as churches canceled services, schools closed, and many events were postponed across Oswego County and Central New York.
Downtown Oswego faced a harrowing cleanup as drifts over 12 feet blocked entrances and clogged W First and Bridge streets. Cars stranded, snowmobiles and a caterpillar earthmover carved paths while Mayor Ralph Shapiro and city officials mobilized state aid and local contractors. Churches canceled services. many rural congregations could not attend. Residents walked on snowshoes and compared the blizzard to past storms as emergency crews worked to reopen routes and assist injured pedestrians.
The Chamber of Commerce and Mayor Shapiro were advised that the American Broadcasting Company will send a four man crew from New York City to Oswego to take storm pictures. They will arrive this evening and the footage will be carried on a nationwide hookup probably before week’s end.
