Coast Guard helicopters hover over Buzzards Bay as explosive devices ignite an oil spill of 100000 gallons from a grounded barge trapped in ice. The barge was towed to Boston after the controlled burn began.
Albany reports that for the first time in three years insurance firms may set car rates without prior state approval, as the open rating system begins. Officials doubt immediate pricing changes while the Legislature debates extending rate review authority beyond current limits.
