President Johnson signs into law a national uniform Daylight Saving Time system extending from late April to late October each year. The act allows states to opt out to standard time, but only as a whole, with initial rules set for this year for observers. Airlines railroads and media backs backed the measure after years of industry urging.
President Abdel Salam Aref of Iraq died when his helicopter crashed after a rally near Basra. Ten aboard perished including ministers and Basra province officials. Oliver S. Taylor resigned as city manager of Auburn New York a post he has held since 1962. He will serve as a field representative for the federal Office of Economic Opportunity in Chicago and starts his new duties May 15.
In New York City a Queens Scout troop set a record by traversing all 482 subway stations in 23 hours 28 minutes, totaling 236.7 miles. The nine scouts from Troop 290 in Whitestone beat MIT’s earlier attempt and an Aug 1964 NJ record, proving human brains can outperform machines.

Robert L. Bennett an Oneida Indian is the new commissioner of the Bureau of Indian Affairs after unanimous Senate confirmation. He is the first Indian to head the agency in over a century, born on the Oneida Reservation in Wisconsin in 1912 and a 30 year veteran with the agency.
Elizabeth Taylor was reported in excellent condition after a 24 hour medical check up at a Rome clinic. She left the clinic and returned to her rented villa on the Appian Way as a spokesman said the visit was required by an insurance policy for her film The Taming of the Shrew.
