Stage one cuts retroactive to May 15 will refund buyers of cars and air conditioners with average savings about 70 dollars. The plan promises price reductions as manufacturers pass savings to consumers, with further cuts slated for January 1989 whileTaxes from alcohol tobacco and gasoline remain.

James Doyle to be sworn as western district judge
Madison AP James E Davie will be sworn in today as the first permanent judge of Wisconsin s western district federal court in 22 years. Doyle a former Democratic state chairman was appointed April 29 by President Lyndon Johnson after a long dispute over the successor to Judge Patrick Stone.
