The USDA on September 29 announced 1973 REAP plans to share costs with farmers on environmental protection measures. Initial funding set at 140 million dollars with emphasis on excess water management, conservation tillage, and air pollution abatement. County committees set 1973 programs under national guidelines.
The text outlines components of a conservation program including permanent wildlife habitat waste storage and diversion facilities sediment retention and water control structures runoff measures disposal of crop residues without burning and disposal pits for solid waste. The Agricultural Stabilization and Conservation Service administers the program through the former elected committee system.
