State Board delays Duis Amendment action and studies tax broadening

The Nebraska State Board of Education again postponed action on modifying the Duis Amendment and ordered a committee to study broadening the tax base. Members Frank Landis, Frank Heinisch, and Hamilton Mitten will gather opinions from groups and decide the board’s role on tax changes. Heinisch favors limiting the constitution but proposes using new taxes to replace property taxes. Landis favors an income tax replacing property taxes with sales tax funding local schools, noting little public support for constitutional changes.
