Modern farming meets soil conservation limits
Stepped-up production can deplete soil but need not. Access roads leveling and smoothing fields improve water control and harvesting. Minimum tillage and residue management cut erosion while enabling intensified cash crops with modern equipment.

1969 Wheat Program Details and Diversion Payments
The 1969 wheat program lowers the national allotment to 51.6 million acres and offers diversion payments to farmers who reduce plantings below their allotments. Domestic marketing certificates will cover 43 percent of the projected crop, with price supports at 1.25 dollars per bushel. Diversions up to half the allotment earn 50 percent of the county loan rate. The plan aims to reduce stocks and strengthen prices, with total acreage reduction around 18 percent including diversions.
