Storage must cover one year of production, loans exclude certain silo structures, concrete and electrical costs are ineligible, the loan cap drops to 25000 dollars, and the interest rate rises to 6 percent per year. The move follows easing storage needs due to on-farm construction and rising exports, aiming to curb federal expenditures in 1974. Kenneth E.
