In Ottawa on July 16 1940 new defence ministers were sworn in and Halton County pledged to lead a volunteer national registration for citizens over sixteen with four day processing in August. Defence minister J L Ralston outlined troop deployments, training, equipment shortages, and possible overseas roles as Canada toward total war mobilization.
