Expansion via Baltimore & Ohio links Cincinnati to Chicago and a fast New York to Chicago line is urged to cut East West transit to about twenty four hours.

The Governor outlines the states debt, sinking fund, and transfers of funds, detailing principal due January 1876 of about 1.495 million and interest near 1.2 million, totaling 2.695 million. He cites 150 thousand in treasury surplus and 1.712 million expected from 1875 taxes to cover a 982k deficit, and calls for immediate repeal of unlawful transfers and prompt debt service.
