Twofold policy on silver coinage and civil service reform

Secretary Thompson reports Navy appropriations and deficits

Secretary of the Navy notes for the fiscal year starting July 1 1877 total appropriations 313 592 932. Drawn from July 1 to Nov 1 1877 equals 35 343 037 with in hand 1 029 528 and refunds 152 000 making actual expenditures 4 313 509. Estimates for year ending June 30 1879 are 16 233 234 plus 2 314 231 for yards. Congress reduced pay estimate from 7 300 000 to 6 600 000 causing a projected deficiency unless further appropriation. The deficiency discussed concerns the present year ending June 30 1878.

Secretary of War advocates elastic force for national defense
