Bland reports that on October 6 1917 Congress amended pension law raising widow pensions for officers and enlisted men who served in the Civil War Spanish American War or Philippine Insurrection to 25 dollars per month. It excludes widows of those not named in the amendment and requires no application for the increase as payments will be made by the Pension Office.
