Palomar Airport tower chief says pilot Paul Torres 96 of San Diego might be alive if controllers were on duty. The tower now closes at 8 p.m. instead of 10 p.m due to the strike. Torres crashed at 9 18 p.m Sunday in Carlsbad after reporting disorientation.
