Haig urges better East West ties before summit with Brezhnev
Secretary of State Haig says improving U.S.-Soviet relations is needed before any Reagan Brezhnev summit next year. He notes talks with Gromyko produced a plan to begin theater nuclear forces talks in Europe on Nov. 30 and a review of relations early next year likely in Geneva. He warns Soviet actions in Poland could halt progress and a summit. Haig is in New York for UN General Assembly meetings.
