FDIC chief says Texas bank woes overstated

Texas officials submitted a complex desegregation plan to the U S Department of Education amid a threat to cut federal school aid. Secretary of State John Fainter said the draft was filed Monday and emphasized upgrading historically black institutions and boosting minority enrollment, with minority staff recruitment and faculty diversity as priorities.
