The Texas Senate passed a measure to raise up to 642 million over four years to fund the Texas Emissions Reduction Plan. The bill by Sen. Chris Harris would hike vehicle title fees from 13 to 33 dollars in noncompliant areas and adjust surcharges on diesel equipment, aiming to curb diesel emissions and protect highway funding from federal penalties. The plan, alongside 2001 funding, targets Houston Galveston and Dallas Fort Worth air quality and could bring about 160 million annually through 2007.
