Report finds improper payments for outpatient rehab in Texas
A government probe of outpatient rehabilitation payments in Texas and five other states found 173 million of 263 million in the year ending June 30 1998 were unallowable or highly suspect. The report says HCFA grants facility participation with minimal accountability, highlighting Medicare overpayments from poor bookkeeping and oversight. Senate Democrat Tom Harkin called the findings unacceptable as auditors note 13.5 billion in losses last year from fraud waste and mistakes. HCFA chief Nancy Ann Min DeParle said the improper payment rate dropped from 14 percent to 8 percent in four years with nearly 500 million recovered from prosecutions.
