Environmentalists warn the administration bill could extend federal reach into state and local rules under laws like coastal management and clean air. Carter Senate tax cut plan targets 1981 relief
Senate Democrats push a tax reduction package that would lower individual income tax rates by about 10 percent and accelerate write offs for buildings, machinery, and vehicles. The plan totals 35.8 billion dollars in 1981 relief, 22.3 billion of which shifts to fiscal 1981 starting October 1, 1980. The Finance Committee would set the size, timing, and details, with Alfred E. Kahn signaling inevitability of a 1981 tax cut around 25 billion. Senate Democrats moved to hear from Carter aides, business, and labor, giving Sept. 3 for a bill draft.
