The Permian Basin rig count climbs by 17 to 92 this week from 75, with 278 rigs logged a year ago. Nationally, Hughes Tool Co data show 698 rigs, up from 686 last week and 1,854 a year ago, the first weekly increase since December 1985.
Odessa and Midland confront revenue gaps exceeding 1 million dollars as vacancies and spending cuts reshape city budgets. Odessa City Manager John Harrison says no layoffs are planned despite a projected 1.5 million shortfall this year and another 1.5 million next year. The collision of a Grand Canyon helicopter and a twin engine sightseeing plane killed 25. Rep. Richard Lehman urged safeguards for national parks citing the tragedy. Emergency crews removed bodies to a temporary morgue then Flagstaff. Names released include crew members James Ingraham Bruce Grubb and helicopter pilot John Thybony.
